What is your filter pressure??
When the cell starts up, it tests the salt level in the pool water. While it is doing this, the red and green salt lights will flash back and forth like a railroad crossing.. This is normal and will happen at start up and then every 12 hours..
But.... If you have no flow, the cell can't ever complete the salt tests.
The first thing to fix is the flow.. Either you have flow or you don't. If you stick your hand in front of a pool return, you should feel a good flow of water. Do you???
It is possible that your flow switch in the cell has broken. It would not hurt to take the cell out and inspect it.. The flow switch is just a flexible piece of metal that moves with the water flow and closes a switch.
If you turned a green pool blue, then my guess is your filter is very dirty, unless you cleaned it after your green to blue effort..
When you turned your pool from green to blue did you use Floc or Clarifier???
Before you go crazy and to get things running now, you should just turn the speed of your pump up 200 RPM and see what happens.
