Total Chlorine is high

Total chlorine is a meaningless number. It is the addition of FC and CC. From your post, your CC is 0. That matters, and is good.
 
The formula is FC + CC = TC.

In a perfect world, CC would be zero. That would make FC = TC. In reality, up to 0.5 CC is fine.

You should know FC and CC values individually. FC to know if you have enough to keep things sanitary, and CC to know if there's a problem on the horizon.
