Top rail lower than post

I have an 18x33 abive ground oval pool that is around 12 years old.

After I changed the liner I noticed that at two of the corner posts (on opposite ends of the pool) the top rails are a few centimeters below the post. In these spots the top rail is not locked into place by the metal cap on top of the post.

I think this was caused by the pool bowing outwards due to the butresses on one side sinking into soft ground, which in turn put inward pressure on these corners and made the paving stones they sit on slightly unlevel

I have straightened the bowing wall by leveling the butresses. Is it safe to fill the pool with the top rail below the post in two spots?
