This is what I started with.

I'd say... a little bit of Borax to get pH to 7.2.

Then raise FC to 20 and maintain it every couple hours. If the water appearance improves, run an Overnight Chlorine Loss Test
Essentially, you're doing a SLAM Process. Looks like you started on Wednesday, so it's too soon to expect it to be done already.
