We will do a drain and fill to lower CYA. I tested our tap water and found TA 200ppm and CH 200ppm. I always thought we had hard water. But it seems CH is not high but TA is. Could it be the high TA that is causing the scaling problem in our pool? How to deal with it?

Your tap water is quite similar in composition to ours. High pH also contributes to scaling. When you have a high TA and a high pH at the same time, then that's likely to be your problem.
The csi is 0.27. Does it mean refilling with my tap water is ok and won't exacerbate the scaling?
Lower your TA down to 100. (see Pool School) Keep your pH no higher than 7.5 and watch your CH as it will tend to build over time.
