Scrape some off into a shot glass and add a drop of muriatic acid, if it fizzes vigorously it's calcium carbonate.

Pool is closed now. I use acid to clean the light ring and that fizzes. I'm also able to scrape off the plaster with a scraper or pumice stone. Guess I'll revisit this in the spring. Thanks for your input.
