I have a new SWG I installed this year. It is a Hayward t15 aquarite. I am using the Taylor k2006 testing for chlorine and the past few days I have only gotten 1.2 free. I have it running 13hrs a day at 90 percent. Below are my current tests:

I have tested directly out of a return jet as well and I am still getting 1.5. Please let me know what I can check to make sure it is working properly.
 
This is the basic information we need to know in diagnosing a problem:
  • Report all diagnostic readings when you..
    • Move the switch from auto to off and check all of the readings.
    • Move the switch back to auto and recheck the readings.
    • Move the switch to off for a minute and then back to auto and recheck the readings.
  • What are the first seven characters of the cell and box serial numbers?
  • What is the actual salinity and how are you measuring it?
 
Your T15 theoretically produces 2.5 ppm at its current settings and its already hot in Alabama. The fact you have any chlorine means its probably working IMO.

Run it longer.

Overnight Chlorine Loss Test to see if algae crept in with low FC. SLAM Process if necessary.

If you pass the OCLT, run an overnight gain test to see how much its producing.
 
Other questions:
1) Is the water clean and clear?
2) Can you pass an Overnight Chlorine Loss Test?

SWCG are great at maintaining FC levels, not necessarily making a lot when you're low, or when you have an algae bloom.
Your CYA is 60 (there's no 55) which means you're far below minimum FC level. You may be making chlorine as fast as the organics are eating it up.
 
Your SWG is rated at 40,000 gallons when run at 100% for 24 hours per day.
13 hours at 90% in your 35,000 gallons pool is insufficient this time of year.

Set the SWG to 100% and run the SWG and pump 24 hours per day.
Once you see the FC rise above the top of the target range for CYA 60 (CYA 55 is rounded up to 60), you can either reduce SWG percentage a few points at a time or reduce pump/SWG run time a few minutes at a time - until you find the sweet spot were FC level stabilizes. The FC level can vary a little, but you never want to flirt with minimum for your CYA level. See the FC/CYA Levels for CYA of 60.

Use liquid chlorine to raise the FC level to the top of target range. Use liquid chlorine to raise the FC before a major swim event or anytime the FC can't be maintained with the SWG alone.

It is safe to swim with FC anywhere between minimum and SLAM level for you CYA - as long as the entire bottom of the pool is fully visible (swimmer safety).
