Sundance Spa, both pumps wont prime

Just had one of the pumps replaced. Turned power back on and one pump and jets will pump and the other just hums like it has an air lock. Tech guy who replaced pump didn't fully refill, so when I did this is what occurred.

Any solutions?

Is this pump the old one or the new one? Can you share some pics? A humming motor (just hums and doesn't turn on) is often times a sign of a bad capacitor, but we need to know more about your situation to assist.

Is that pump actually running or humming and the shaft not spinning?
