Hello there should water be flowing out of the suction port that's used for cleaning or can I just put a locking cover in it ? I don't use the port for cleaning.

Are you sure it's a suction port? There should be no water flowing out of a suction port. The port may have a dedicated line direct to the pad or it may be connected to a skimmer. Either way, even when not in use, it should be covered.
