Would it cause problems if a popsicle stick gets stuck inside one of the chambers of a Hayward TCELL940 SWG chlorinator??

It could. At the very least wood is an insulator and will cause a change in the electric flow between the plates. Inspect cell light may come on indicating the system sees a fault.

If the 'inspect cell' light doesn't come on, does that mean there is probably no problem?

Can you use a grabber tool to reach down and grab it? The flexible wand with claw on end of it?

Hard to tell. You could try a longer thin piece of wood to force it out.
