So I started noticing a whining noise coming from my pump. It seems to start when the outside temperature gets below 50 F, but goes away when it warms up past 60F. Attached a video of the sound. Is this a sign of bad bearings?

That does not sounds like a bearing to me. Sounds like something is rubbing. Maybe the impeller or a shroud.
The temperature drop causes materials to expand in the cold and something that has clearance when warm may rub when cold.
Hard to say more without taking the pump apart and examining the pieces.
