Still getting low salt warning after new cell installation

Recently I started getting low salt readings on my Hayward ProLogic system. In the past I solved the problem either with good cleaning of the cell or a new cell, however this time I'm still getting the low salt readings after 24-36 hours of saving a new average with the new cell. I also verified the configuration is correct for the W3T-Cell-3 cell. I use a Salinity Digital Tester 5 in 1 Salt Meter and it reads ~2900, additionally I've taken a sample to the local pool supply house and they also tested it to ~3000; so I don't think the salt level is actually low.

How do you check the control board for output/input to the cell and what kind of readings should I see?

What is the temperature of your water? Is it warm enough for the salt cell to generate chlorine?
