I started to slam my pool. Cya is 20 and chlorine is 10. My stairs at and under the water line thurned TAN! It does not scrub off. Please advise.

That looks like metal stains (probably iron in your water). Try rubbing some vitamin C tablets (ascorbic acid) on the stained step to see if it does anything to the stain.
Iron in water can precipitate out of solution when the chlorine or pH are too high.

Yep, looks like Iron that the high Chlorine drove out of suspension.
Easy enough to remove with Vitamin C. You'll need a sequestrant to keep it from coming back. It's in the article linked above.
