Stains on pool

I have stains on my walls and floor of gunite pool. I brush and brush with metal toothed brush and nothing comes off- if I rub it with my finger, the so called stain rubs away easily!! What is it and how can I truly rub out all the stains?

No- it comes off back to the blue paint as if it wasn’t there to begin with.

I would not use a metal brush on paint.

No- I have both and neither did anything but when I rubbed with my finger- it disappeared and has not returned in those spot that I rubbed.

I have no idea what it could be.
