Stains/Debris in fiberglass?

Over the winter a breaker tripped and our pump didn't run for an extended amount of time. Needless to say it was an absolute swamp, and took a lot of work to get cleaned and balanced.

Since then, what looks like dead/bleached algae, won't come off a lot of our surfaces.
This is only affecting the flat/horizontal textured surfaces - which should rule out bleaching, granules (I don't use any), etc.
It literally looks like sand or dead algae, except when I brush it, it doesn't come off.

I have not yet gone in and tried aggressively brushing with a stiff brush.

My water has been balanced / within spec since May.
FC: 5.8
CC: 0
pH: 7.6
TA: 80
CYA: 70
CH: 440
Salt: 3400ish

Hard to tell from the picture, have you felt it? Does it feel raised? Almost looks like gelcoat failure...
I haven't actually tried feeling it... but I imagine if it was a gelcoat failure, it would be slowly growing and flaking off?
Otherwise doesn't feel like anything under my feet.
