Staining on New Plaster less than a year old

Does anyone know what causes this? Is it poor plaster installation? I had problems with the PH being high in the beginning and after 3 months the contractor drained and acid washed off all the calcium scaling. The ph has remained balanced ever since.
I just tried Ascorbic acid and citric acid with no improvement. This is the readings post treatment with the citric acid.

Citric acid will consume more FC than Ascorbic. Both will consume your FC depending on amounts.

We don't trust pool store testing, it is notoriously inaccurate. If we made recommendations on inaccurate testing, we can do harm...we don't want no harm...
