Staining (algae?) When chemistry is good

Hi, 13500 gal above ground. Chemistry is good. Has been for weeks. Never let chlorine go below 2, fluctuates between 3 and 7 usually. But there is some staining and I'm not sure why. Can algae grow when numbers are good?

Can you post the 'numbers'? Full set of test results really helps.
 
Algae can be in clear water. Once algae takes hold in water normal levels of FC may keep it from blooming but are not enough to totally get rid of it.

Do a Overnight Chlorine Loss Test
