It looks like you have not been keeping your water 1/2 way up the skimmer opening and that you don't have a weir door on it. This will let stuff from the skimmer float back out and run down the side of the pool it appears. Maybe a Magic Eraser?

I would do some testing to confirm if it's organic staining which it appears to be. You could spray some liquid chlorine on the area and brush it around. Or with some gloves on, you could trying rubbing the area with a chlorine tablet or perhaps if you had some cal-hypo make a paste and rub it on the area to see if it lightens up.
