Hello- we have had our pool pebble sheened about 20 years ago. Regular maintenance, have drained the pool many times (when the pool was seriously green with Algae) and have never had a problem… until now. We have the same issue of splotches all over the bottom of the pool- we drained scrubbed power washed and refilled. Have not put chemicals in the water yet. We now have the same splotches as seen in your pictures. I don’t think it’s the pebble sheen. Maybe something added to the city water? This has never happened in the twenty years of having our pool. 🤔

We should be able to help you mitigate any further damage. You'll need a recommended test kit (Test Kits Compared).

To avoid algae, quickly get 30ppm of CYA (chlorine stabilizer) in the pool and add 5ppm of liquid chlorine daily. When your test kit arrives, post up your test results.

Also … 20 years is “winning the lottery” on pool surface lifetimes, especially for a plaster/pebble finish. It doesn’t look horrible and so if there’s something chemically you can do to live with the variation in color, fine. But after 20 years … time to renovate the pool …
