Interesting that you say that...so, when the pool was first installed the jet pressure wasn't great...I came home they had fixed it - I don't remember running the spillway after that - now I just looked and the "eyes" in the jets were cut out - now just the large circles, so they cannot be pointed. Before the spillway went over nicely, and the water was flat, now its loud with jets and bubbles and spills over...totally different?Just trying to get to what looks and sounds different to you this time. The only water that can come into the spa to make your spillway work is from those returns/jets. Meaning, they have always supplied your spillway water. By default, if your spillway is putting out the same water as always, the same amount is still coming in from them as always has. Your pic just looks a bit more aerated and surface-breaking than what you described as normal, still. Did you aim them up more at any time.
