Spa overflow after partial drain

I needed to do a partial drain of my pool because of high CYA. I drained about 60% then refilled to where I believe the waterline was previously, a few inches up the tile. My spa is a little higher than my pool and has two waterfall overflows. The valve is set to send some water to the spa and the rest to the pool. For some reason since the refill the spa is only overflowing when the solar turns on. When the pump is low the spa water cannot get high enough to flow over into the pool. This was not an issue before the partial drain. Is this as simple as my water level is too low, or could this be an odd coincidence and I need to replace the spa check valve? Or something else? Thank for any advice on what to look at first.
 
I do not see how circulating the water through the solar heater would make any difference. Be sure the pump is running at the same rpm as before. Water should be between 1/3 and 1/2 of the way up the skimmer.

Do you have automation?
 
Thank you for your reply. I think the difference with the solar running is the higher rpm to get the water up to the roof vs when the solar is off it runs at a low rpm to just circulate. The low rpm is no longer enough to get the spa to go high enough to overflow, this is since the refill. Pump is definitely at the same rpm. Not sure what you mean by automation, I do have easytouch system that controls everything. I will check how high the water is going up the skimmer, it may not be 1/3 to 1/2 up. Thank you!
 
The EasyTouch is automation.
How does the water get diverted to the spa when the system is in Pool Mode? Do you have a make up line or is your return valve partially set to spa and pool at the same time?
 
OK -- Check that your filter is not getting dirty. When the filter pressure rises by 25% over clean pressure, time to clean the filter.
