You have done all the right stuff and the spa should not be leaking. 
When original, or new, 2 or 3-way valves are installed, it is very important that no glue gets on the sealing surfaces of the valve body... We have seen cases in the past where this 'extra' glue has prevented the diverter from properly sealing. I know you did not replace the valve bodies, but this problem could be from the original install..
Looking at your past posts it appears that the leak temporarily slowed down after you worked on one of the 3-way valves. So, in my mind, it would be worth going back and looking inside the valve bodies and ensuring that the sealing surfaces look good.
Let's see if @1poolman1 has any troubleshooting advice..
