Spa bubbles

I have a 12,500 gal in-ground plaster pool with attached spa.
In the pool, there are two bottom drains, and they are both plumbed into the pool's only skimmer. That skimmer feeds back to a 3-port diverter valve, then into the pump. In the spa, there are two bottom drains which feed to the other port on the divert valve.

When I shift the diverter valve so that it only collects water from the spa, I notice some air getting into the pump basket and then back through the return jets. If I turn the diverter vale the other way, only collecting water from the pool skimmer, then there is no air. The spa does have an air blower, which stays turned off. I assume it is plumbed in on the return side of things, after the pump, filter and heater.

The air in the line isn't bad enough to cause noticeable problems for the pump, but it does result in a pretty constant mist of fine bubbles in the spa. I usually keep the diverter valve set to take 50% from the spa drain and 50% from the skimmer. In that configuration, there are no noticeable air bubbles in the pump or in the return jets. The air only shows up when the pump is taking 100% suction from the spa. Does this mean I have a leak somewhere in the drain line from the spa to the diverter valve? I'm not noticing any water loss beyond what I would attribute to evaporation.
 
Yup, you may have a suction side air leak coming from your spa.

Post pictures of your equipment pad and your suction diverter valve.
