Solar heater issue

I have a solar heater controlled by my AquaPlus controller. The controlling valve is a three port motor operated valve. Recently it looked liked the solar heater was not working i.e. the pool was not warming up. A couple of years ago, I had the same issue, and I replaced the internal parts of the valve. The swing arm inside was badly worn. This time I opened that valve and all looked fine. I did notice that the vacuum break valve was not working. Yesterday, I changed the filter. When I started up the pump, to my surprise, water stated flowing through the solar heater!

Your filter have a PSI gauge?

What type of filter?

We recommend cleaning the filter when the pressure rises by 25% over clean PSI.

How far over clean PSI was your filter when you had the solar problem?
 
At a certain point any pump will stop moving water, or moving enough water, if the filter gets too dirty to let the flow through. If it is dirty enough it can get to the point where the water will not get up to the roof panels. The motor and impeller will spin but water can't move.
 
The pump was pumping water. Had good circulation. My pressure gauge has two markers: one for setting clean filter pressure and a second for clean filter pressure. When I cleaned the filter it was just above the clean filter pressure indicator.
