I am not finding any 22’ solar covers. Would it be best to purchase a solar cover that is smaller or larger than the diameter of our pool? Any feedback is appreciated.

Do you mean the solar covers that are basically industrial-strength bubble wrap? We just got one for our pool. 
They're meant to be purchased oversized and trimmed to the pool with a pair of sharp scissors. You could also buy more than one and just have a seam between the two pieces if you wanted to.
