Solar blanket/cover clips won’t snap closed

The plastic clips for attaching the plastic solar blanket/cover won’t snap closed on the bubble wrap. Does anyone have a trick or suggestion on how to get them to snap closed? When we take the clips off the plastic they do snap closed. We tried pliers and no luck.

I do not have a reel for my solar cover but let's try giving your post a to see if anyone with a cover reel can give you some advice.

I used a hole punch.
