Smooth out liner wrinkles after leak

I had a leak in my in ground pool over this past winter in the shallow end that emptied that section. This resulted in stretching the liner in spots and creating wrinkles. How should I safely stretch this back in place?

People have had success with using a toilet plunger to stab and shift it.

Wait until the pool water is warmer and the liner is more flexible to smooth it out.
