Hey guys!

Right now my pump is on a literal light switch (in an exterior fixture). I've been turning it off and on manually to keep it running while we're at work (when I'm not doing something that requires it to be always on) but it's only a matter of time before we forget and it stays off and doesn't circulate water and I get a cloudy or green pool. To that end, I'd like to put a timer on the circuit.

I would really love something with the capability to check it from a phone app and make adjustments if need be, but all of the timers I've seen that are smart / WiFi enabled don't have a way to manually input information at the device. That's a requirement for me, as the device itself will be there for probably a very long time, and if phones/apps/software changes to the point that the timer can't be connected to remotely, I want to be able to manually input the controls and override it. (Also, in case the internet goes down, I don't want to be an annoying customer calling in complaining about how I can't get my pump to work and now my pool will be ruined and it's all XYZ company's fault for the outage.) Is there anything out there like that? If not, I'll probably just get a standard mechanical timer and call it a day.

Get an Intermatic timer. There are few reasons you need to change your pump runtimes.

Put Wifi cameras around your pool and equipment if you want to see status remotely.

You could use something like this:

However, I'm not sure if your 2 speed pump control has to have constant power since I'm unfamiliar with that particular control.

I have a single speed pump, but the WiOn doesn’t seem to have a way to program the timings without an app and a phone connected to it.

I'm sorry. I thought that you wanted to program from a smart device such as your phone. I use an electronic timer:
I only change the timer when I have to extend the run time on my Stenner. Usually I run the pump from 1-3 hours a day depending on the season, use, and whether or not it's covered. If it has a mesh cover over it and if I start chlorinating in March (due to water temps above 60), I just check FC once a week and manually chlorinate to shock. I run the pump 15 min a day. It may not need additional chlorine for 2-3 weeks, especially if it turns cold again. I may not cut the Stenner on until after mid April.

Oh, the original ask was for a timer that could be programmed from a smart phone, but I also wanted the timer to be programmable without a phone as well from the device.

I’m resonating with ajw22’s response above though. Why bother with smart connectivity for something you never really need to change or update?
