Small square tiles and white "caulk" inset into small square depression - came out

I have these small black tiles set into a white "caulk" or adhesive in sets of 4 in my fiberglass spa and pool. One of them came loose this year in he spa. What type of "caulk" do I use to put this back in? Pictures attached of what they look like in the pool and what the piece that came out looks like.

Would I use the adhesive or grout for this? I assume its a bit of a waste to use 1 for adhesion and the other purely for "grout" between the tiles? Or should I adhere the tiles first, and then fill with the grout?
 
With a fiberglass pool you need to use a good adhesive that will bond to the fiberglass. The tiles are just decorative in a fiberglass pool, unlike a plaster pool where tiles provide a waterproof barrier.

Grout is equally decorative and provides no purpose in a fiberglass pool.

Use a good fiberglass adhesive to hold the tiles in place and then a cement based grout to fill in the gaps between tiles.

I would suggest looking at NovaGard or NovaFlex silicone adhesive/grout.

 

It is interesting that the Novagard site points to these products...



 
I have used the NovaGard silicone grout in the past for some repairs. Now looking at removing all the grout (cement based) from our water line tile and replacing with NovaFlex. It comes in many colors versus the NovaGard.
 
Any suggestions on where to buy this stuff online? All of the distributors near me carry their roof stuff, but not the marine stuff. The only options on Novagard's site is a whole case.
