How's your skimmer basket look at the pool and also at the pump? Might want to update your info with pool size and pump and filter etc if you can as well.
The skimmer baskets never look like that when I check them. The pump skimmer basket normally holds a lot of water Beatles (that’s a huge problem for me too).
What happens when it dries? Any graininess at all?
Have you ever used any products in your pool besides chlorine, CYA, etc.? Do you add anything via the skimmer?

When it dries it is almost chalk like. I have had to put phosphate remover in due to high levels.
I usually shock every week - week and a half. I put chlorine tabs in filter 1-2 times a week.
I have zeobrite that was just changed before I opened it this year.

Chlorine 3" tabs in filter? As in the basket in skimmer or actual filter or the pump skimmer.

I take my water sample to my local pool place to be tested. I usually take it weekly and my last test showed all levels to be within normal range.
The point I'd to test yourself and trust your results. Your not going to get much help here on pool store testing as they've be known to be all over the place.
