Slight Green Hue

I have a 18 foot above ground pool that has a slight green look to it. When I brush the bottom it looks like like some kind of green dust is on the bottom so guessing some sort of Algae issue starting?

My CC is 0 my PH is around 7.2-7.5 hard to read the colors.
My CYA is around 30.

I current use liquid chlorine and no one has been using the pool so I have had a solar cover on but have run the filter / auto vacuum and have been chlorinating. Is it time to start a slam process? The part that I am confused about is the zero CC if something is going on in the pool.

CC is not a definitive yes/no for algae. The fact you can see algae, well, that is definitive.

You can use it at night. Best to keep the pool uncovered during the bulk of the day if possible.
You should always uncover a pool for a few hours at least every few days to let the sun burn off CC, etc.
