*Shallow end, being shocked when grabbing railing*

Here is a video I made showing voltage being induced into the ground. Also showing ground rods will not save lives. Video
The reason for the video is to say that possibly the voltage if leaking from a feeder you might be able to check it out and possibly find a location within several feet.

I would like to see all 3 lifted at the same time. Like, not the power company saying they removed and tested……. I’m talking you are off the grid 100%, and long enough to test the pool.

If you still have the voltage, Go make each neighbor flip their main breaker that touches the back of your property. (Nicely of course)

Then we move on to the 3 phase unbalance.

I’m kinda torn here. Normally *anything* that pulls you from family time is not as important as the family. Not even work/money. Y’all can live under a bridge and still have each other.

But not letting the family get shocked is sure up there on the list of things that *might* be more important than the Sunday afternoon family time. Lol.

Add the temporary bond and go swimming
 
It might be easier to find the source if you simply map the voltage distribution around the pool (earthen ground). You may find it peaks in a particular location where you can then dig and find the culprit. Do all measurements relative to the house neutral/ground as that is the same for all services and neighbors. If you have a maximum near your neighbors property line, you have your answer.

Here is an idea about what can happen if the underground power wire is exposed.

Current will leak out of the hot wire and try to get back to the transformer secondary neutral, which is the center tap of a 240 volt winding.

Some current will go from the hot leak to the house ground, which connects to the main neutral.

Some will go through the ground to the transformer ground rod to get to the neutral.

The amount of current traveling both ways depends on the voltage difference (120 volts) and the resistance (impedance).

If the pool in in the path of the current, then you can get some voltage differences even with a good bonding system.

If the bonding is not good, then the voltage differences will be higher.

Pulling the meter disconnected the two hots and then the neutral was the third. So, all three were disconnected.
Remember he had continuity between the two boxes and in a meter box the neutral is tied to the box. The neutral coming in from the PC was tied to the meter box and the continuity means electrically the neutral was still complete. so two out of three were disconnected.

Does this black mat isolate the neutral from the meter box?

Here is why there was continuity between the two boxes. The bare wire is touching the connector to the box. That bare neutral is a problem child. Sorry I missed that. Meter box.jpg

Also what @mas985 said map the yard with a grid. Attach a wire to the ground rod and with a meter measure the voltage in that grid. Write them down in grid form and I for one would love to see them....

Do you know where underground the service feeders run? If so show that on paper also. If not call "call before your dig" if you have such a thing and have them mark the underground service feeders. If they ask for a reason make something up like installing Koi pond.

Exactly. And end up with all 3 removed at the same time for 100% off the grid.

Now that I re-think this one it would rule out the 3 phase scenario as well and we could cross 2 more off the list if the voltage stayed. It would be 100% not be the power companies fault in their street plant, and with the other utilities ruled out, we'd only have neighbors left.

If they lifted all 3 wires at the street (at the same time) and the voltage went away, then it would be 100% their plants problem, either a fault in the buried line to the house or the unbalanced feed down the road.
