Those are the same steps I used to have. Filled them with sand and never had a problem. Algae requires sunlight to live. It will not be able grow inside the steps. But you will need to clean out from _under_ the steps. Sometimes leaves or dirt would get caught under the steps. To clean I would sometimes "kick" water up under it to get the debris to move enough to vacuum up.

Huge pain to get the steps out of the water when closing for winter. Cover would not fit with the steps in the pool. One of the reasons I stopped closing.

Did you try laying them down?
Im a taller guy so u can get them out with a little muscle. I can see it being a pita though. Thanks for the reply. Dont you use alot more chemicals by not closing? And the leaves??

No, I never tried laying them down in the pool. It would probably work though. I can't remember if there are any holes that the sand would spill out of. Might just want to check for that.
