This may be a stupid question... But is there an "ideal" location for the mini cell?

Would it be better served placing opposite filter? Close to filter? Etc etc.

I have mine inside the filter cartridge bay. Don't need to take it out when use since not in the way. Or should we remove the cell regardless when using tub?

I think anywhere water is flowing over it is fine. Place the cell in the spa (anywhere below the waterline, preferably one foot under).

I know that's in the manual but is that necessary as liability to prevent user from getting caught in cord... or is it related to it's function? If the unit is tucked away in the filter bay and can't be touched by person in tub, is there any harm with keeping the unit in the tub? I also don't unplug the unit while in tub as the manual directs (plug is in waterproof outlet box under the tub.

I'm looking at it same as SWG for pool... you don't turn it off when people are in pool unless my logic is completely out of line.
 
You can make your own decisions on what is safe for those in your spa.

For one, the power supply unit for the Saltron is mounted on the spa wall which violates the NEC requirement for no non-listed electrical devices within 5 feet of pool water.

You are assuming the Saltron Mini is built to the same standards as a pool SWG. I think the manual is telling you it is not.
 
Spot on with the location of the outlet. That is being moved by end of day.

Removing when not in use is actually no big deal. Once I move the location of the power unit, the cord will be opposite the filter anyways.
