Salt Reading not changing - 2 month old cell

My T-Cell-3 was only used for 2 months last year before the pool was closed. I opened the pool about 2 weeks ago, and I cannot get my salt reading up. Omni Logic is only detecting 1500PPM and will not generate Chlorine because of the low salt warning. I'm waiting on my Taylor Pool salt kit to arrive but my local Pool store is telling I already have 2900PPM. My pool builder is telling me to remove the cell and clean it. Does this sound correct.

I have the pool at 80 Degrees

Only clean the cell if you see white crud coating it. Does it?
If you clean it unnecessarily, especially if using anything more than plain water, you're shortening the life span of the cell.

I’m going to remove it and check. If it has white crud what should I use to clean it? I have some cell cleaner that I have yet to use

Start with plain water- if that does the trick- Perfect!
If you need more try a 4:1 water:acid solution. Don't soak it any longer than it takes to clean the blades.
