Safe Chlorine Level Before Entering Pool

Will someone please tell me why the recommended chlorine level should be at a minimum of 2 to 4 before entering pool. I have seen this on labels and read about it from pool managers. Is it technically correct or just opinions. THANKS
 
Because they either are not aware of or refuse to acknowledge the chemical buffering and bonding relationship between cyanuric acid and chlorine. It is entirely incorrect on all counts.

Chlorine levels must be maintained based on CYA levels and the [FC/CYA][/FC/CYA]. There are links at the bottom that explain the science behind it.
