I am skeptical. However, I have absolutely no experience if what he is telling me in terms of whether rebar can cause that much damage in such a small amount of time? I guess I need to hire an independent inspector? Don't know what to do, confused.

Inspector will not tell you anything different and actionable.

Document what the pool builder says and does and monitor if the stains return to the same spots.
