Huh? Without water moving through the pump, it would not do anything. It should be "safe", however, as it just opens a valve to allow water to the waterfall plumbing. The plumbing doesn't care if water is flowing or not.

Rod,

I assume that you have a pool pump and a separate waterfall pump.. If so, then I can't think of any reason not to just run the waterfall pump by itself..
