Hi. I want to install valve actuators. Currently, the valve covers are positioned such that the actuators would be horizontal (see picture). I need them to be vertical (see picture) so they will fit. Is rotating the valve cover (see picture) a problem? Thanks.

i have the manual. what i'm asking is if it's ok to rotate the valve covers so that 4 mounting screws are positioned differently. I'm wondering if there's a reason why the cover is in a certain position for integrity, or it doesn't matter. Using this image from the manual, i need the 2 mounting screws to actually be on the "B" side so the 3 actuators i want to install fit next to each other.

No - because it changes the built in stop limits on the valve covers.
In looking at the Jandy branded valves (others may or may not be similar), the cover has the word INLET embossed on it. The word INLET should always be on the port closest to the pump.
On suction lines, INLET faces the port the water is going to (pump).
On return lines, INLET faces the port the water is coming from (pump).
This prevents dead-heading the plumbing.

sorry, really not following. let me try again. currently the valve lids (not covers as i mentioned above) are positioned in such a way that the actuator would line up is Figure I. If i mount them like that, the actuators wont fit next to each other. so i need the mounting holes to be lined up as in Figure IV, except the valves are not Tees, they're straight. The only way to do this is to rotate the valve lid. Would this be a problem?

But the built in limits only apply with the manual levers. the actuator sits over those. I agree with the other comments that if the actuator were to fail somehow and block the inlet (in my case), the pump would run dry. if this was the return line, you're right, the risk is deadhead if the actuator fails.

It doesn't really matter structurally what way you put it as long as you can adjust the gearing to work. It's a circle.

If your actuaror fails and you remove it to have manual control of the valve via the handle, it will be set correctly.

There is no need to rotate a valve cover when an actuator is used. Just be sure to set the rotation stops to have the correct ports open or closed as needed and never blocks the actual inlet or suction port when it does rotate. The labels are for your use, the actuator doesn't care.
Its done regularly on pools. The lid has "stops" and a way to lock the handle in place. Again, not needed when an actuator is used. Some brands of valve lids have the word "inlet" on a portion of it, some come with labels that can be added.
