Resurfacing

Hi
Our painted in ground concrete pool needs the floor resurfacing. Does all the paint need removing or are there any coverings, resins etc that will go over the top? I’m guessing we’ll have to hire a sandblasting company to remove it ?

Does it have plaster on top of the concrete? Are you sure it was painted?
