Replace this actuator, right?

Just to get some confirmation here, this actuator needs to be replaced, right? Just noticed recently that it hasn't been completely shutting the valve it controls as it leaves a little trickle from my spillover when it should be completely off. Took it apart today and noticed water inside, the capacitor was rusted, and then it just completely broke off. The actuator still works, but I'm guessing it needs to be replaced. What I'm unsure of is if the valve is going bad or if it's indeed the actuator causing the valve to not close completely. Anyway, just looking for some thoughts, ideas and suggestions here. Pictures attached.

Very likely that the actuator got out of adjustment and wasn't closing the valve completely. You can see the "bumps" on the shaft. Those cam-lobes are adjustable, actuate those micro-switches to stop the rotation, and also wear out, so need to be readjusted once in a while.
A new actuator is best. That appears to be a Jandy, but any brand actuator will work.

Just looked up the terms for our build and there is a 3 year warranty on the equipment, so I'm gonna contact the builder to see if he will replace it first. It's barely 2 years old at this point.

And, actually it's a Hayward GVA-24 actuator...which I just discovered yesterday. All of my automation is Jandy so I just assumed everything was Jandy. I didn't know the actuators were all the same until I started researching them last night.
