At this time of year, what does the 30 CYA do for me

You need it to buffer the FC or it may damage your fiberglass.

Also it will still provide some benefit for FC retention. It simply burns off too quick with 0 CYA, even now, just not quite as much as July.

And TA high at close a problem?

IMO, it is what it is. It would take alot of effort to lower it properly, and likely a good chunk of time.
