Repair or complete resurface?

Would like some input on the pros and cons of this cool deck in Arizona. I am the fourth person to do this for this customer, I don't want to go down as the fourth guy who failed at it.
The customer is open to other options besides the cool decking option (textured, cool to the feet).
Also how much should the customer expect to pay for this project...thanks in advance for any tips and advice!!

Based on those pics and you being the fourth party to attempt a fix....
It may be best to remove (grind off) all the original coating (is it an actual Kool Deck coating or something else?). Then a mild acid wash of the entire concrete deck, acrylic lace (sprayed on) coating and a top color coat with something like Xcel Surfaces Top Coat IR.
If you go this route, it probably won't be cheap.

+1. I'd tell the customer I wouldn't attempt the cheap fix they've already tried.

Either do it right at this point or they can call attempt 1 to 3 back who did it the cheap way as they asked. Or else they'll be telling the 5th guy about your ineffective work.

This is a prime example of improper prep work from the beginning.
