Regular scaling or efflorescence?

Pool is 1 year old, chlorine. We've got some intense scaling and I'm wondering if this is only related to poor chem mgmt or if its more likely efflorescence? Scaling is ONLY present on our back wall, where our sheers are and are leaking.

Any reasoning for it only occurring on the 1 side of the pool? I have 3 walls without any scaling. The wall is on the west side of the pool.
Water line scaling comes from the minerals in the water being left on the surface after evaporation. You often see it on spa spillovers. For you its is where your sheers are.
