Mine's indoors and I've not had this, but some older outdoor heaters with rusted bottoms might leak if rain got into them.
Alternately, you'd want to make sure that leak is not coming from the heat exchanger. If it I'd, you might be a candidate for a new heater. Even a pinhole exchanger leak will mess with your ignition.
