Ready to SLAM

I was under the impression that once water temps dropped below 65 algae would not be an issue. I have ignored my daily routine and have checked the water once a week. Yesterday I noticed a ton of backswimmers in the pool. I assume this means I have algae. There is no algae visible, my water is clear. I am able to call heads or tails on a quarter in the deep-end. If I brush the steps, it looks like there is dust in the water. Is it possible that this is a form of algae? It looks light brown. So, should I slam until the dust and the bugs are gone? FC is at zero, water is clear so in theory all I would need to do is pass the OCLT?

Another question, should I lower my CH level prior to the SLAM or afterwards?
