RayPak 156A High limit 2 fault

I'm getting a High limit 2 fault on my heater. The heater is about 2 years old. I checked the flow of the water on the return and it is really strong. Any ideas what else it could be? I rather fix it before I pay someone to come by.
 
It could be a bad hi limit is bad or it could be a bad unitherm governor. I would start with the unitherm governor and see if it is in bad shape.

It is located in the header. Shut pump off, then unscrew the cap and pull it out. You can test the operation of it, if it doesn't look gunked up, buy using hot water or like I do, take a BBQ lighter and heat up the bottom end and see if it moves open.

I circled the location of the unitherm governor in case you weren't sure where it was located.
