R-0871 not included in TF-100 test kit

I just received my TF-100 test kit. The instructions for the chlorine drop test say to add R-0871 solution drop by drop after adding the R-0870 powder. But the kit does not include the R-0871 solution. How am I supposed to run this test without the R-0871 solution?
