Questions about timer and vacuum port

Relatively new pool owner here just looking for help on a few general items. First, I have an intermatic dial timer. The timer works just fine but when I put on the trippers the dial stops where the trippers are but doesn't turn on/off. It doesnt trip the on/off switch but simply stops the dial where the trippers are. Is this a tripper problem or a dial problem?
Secondly, on my pool I have two supply side valves: the skimmers and my vacuum port. When I am running the pool regularly should my vacuum valve be closed?

Sounds like a bad timer motor, or gears, to me.. They sell the whole clock and gear assembly..

It is always best to run with the vacuum line closed.. You will get better skimming action.

You also might get better cleaning if the skimmer line is shut off while you are running the vacuum.
