Question about my gunite spa jets

I have a new gunite pool with a slightly raised spa. The spa has a spillover into the pool. We have had several issues with our pool builder. I had a question, originally our pool builder put in spa jets and they did not fit and stuck out from the walls. He said the guys that put the piping in didn’t allow enough room for the jets to sit flush. So he took those jets out and basically just cut 1.5” pvc pipe and then pebbled up around that. One it looks terrible and unfinished. But now when you turn the blower on the water is coming out all wild and shooting above and out of the spa. Now he’s saying our blower is too powerful it is 2 hp. The spa is 60’ from the equipment and is 7’x7’. He wants to switch it to a Venturi . I’m wondering if anyone has had these issues and what they recommend. I’m attaching pictures of the before jets. Then a pic of the cut off pvc pipe how they are saying it is finished. I have a video of the jets with the blower on to show how crazy they are but it will not let me attach it. Did you get good air bubbler and water flow out of the jets before your builder hacked them up?

Were they working ok other than sticking out too much?

What needs to be done depends on how the air line and water line are connected in the wall. Often a manifold like below is used and there are separate air and water lines run and they come together at the jet.

Then the jet connects into the manifold and combines the air and water.

Without the jets to combine the air and water the open pipe just squirts it out wildly.

If you have a spa blower you do not need a venturi. A venturi uses the difference in pressure between the water and the air lines to suck in air without using a blower.

What you do need is the proper nozzles that will combine the air and water from the manifold in your spa wall.

I am going to ask this when he comes out. It actually was a little wild and loud before but now it is just way too much. You can't even sit there. He says everything looks great and is as it should be. I can;t get the video to load to be able to show you.
 
Can you take a picture looking down the center of the jet pipe? There should be a nozzle inside of that.

He wants to switch it to a Venturi
The venturi is installed in the spa wall so if he did not use venturi's before, it would require significant work in the spa. Not a simple swap.
